What to work toward
Treat the first red bus as a future tool. Work on the blue and yellow traffic already feeding the oval so that the red passengers can join it.
The moment to check
Before selecting red, look at the upper-right junction. Red needs a connection to the boarding flow, not merely a visible patch of passengers.
If the queue stalls
If red is parked without boarding, compare that junction with the recording. Restarting the opening may be simpler than committing another waiting space.
