Judge moves by what they deliver to the central outlet. Small green and red groups can make room quickly; a large visible group on another lobe may still be unable to help.
The moment to check
After the ring contracts, recheck the outlet itself. A bus that matched the earlier shape may not serve the lower arc now feeding it.
If the queue stalls
When a blocker remains in the yard, do not use its color alone to choose another bus. Confirm that the matching passengers can reach the common outlet.
