A ring-shaped vehicle queue contains many pink buses and several hidden entries.
What to work toward
The visible pink supply is mainly a later concern. Give the early red pair and subsequent purple work space to make the rest of the route accessible.
The moment to check
Watch for a real vacancy when the waiting row reports that it is full. A low counter is useful only once its bus actually leaves.
If the queue stalls
When the route is mostly pink, reassess the small purple remainder too. Finishing the dominant color does not remove the need to serve the last separate group.
